Verb\\u00e4nde, Politik und Verwaltung \\u2013 die Zusammenarbeit dieser drei Akteur:innen ist entscheidend daf\\u00fcr, ob und wie kulturpolitische Entwicklungen zustande kommen.<\/p>

F\\u00fcr die freie Musikszene ergibt sich daraus eine strukturelle Herausforderung: Ihre St\\u00e4rke liegt in Vielfalt und dezentralen Strukturen. Gleichzeitig erschwert diese Heterogenit\\u00e4t die B\\u00fcndelung von Interessen zu einer gemeinsamen, wirksamen Stimme.<\/p>

Selbst dort, wo dies gelingt, fehlt h\\u00e4ufig der politische Resonanzraum. Die Interessen der freien Musikszene m\\u00fcssen aktiv in die Entscheidungsprozesse von Politik und Verwaltung eingebracht werden.<\/p>

Der Koalitionsvertrag der Bundesregierung formuliert die St\\u00e4rkung von Institutionen des kulturpolitischen Diskurses ausdr\\u00fccklich als Ziel. Netzwerke und Verb\\u00e4nde wie FREO, der Deutsche Musikrat oder der Deutsche Kulturrat \\u00fcbernehmen dabei eine zentrale Rolle: Sie b\\u00fcndeln die Interessen der Akteur:innen der Musik- und Kulturbranche und bringen strukturelle Bedarfe systematisch in kulturpolitische Prozesse ein. Dar\\u00fcber hinaus bereiten sie Praxiswissen zu Arbeits- und Organisationsformen auf, schlie\\u00dfen durch Studien und wissenschaftliche Analysen bestehende Datenl\\u00fccken und schaffen so eine belastbare Grundlage f\\u00fcr Entscheidungen in Politik und Verwaltung.<\/p>

Aus dieser Funktion ergeben sich zugleich konkrete Erwartungen an ihre strukturelle St\\u00e4rkung und Einbindung.
